Project Lightning Power Transmission System
A consortium of international power project developers engaged Lummus Consultants to perform a due diligence review for Project Lightning: a subsea high-voltage direct-current (HVDC) transmission system for Abu Dhabi National Oil Co. (ADNOC) in Abu Dhabi, United Arab Emirates (UAE). Lummus Consultants served as an independent lender’s engineer on the innovative decarbonization project, a first of its kind in the Middle East region and an important step in ADNOC’s transition to cleaner, more efficient energy.
The project will provide transmission of power from the Abu Dhabi onshore electricity grid to two offshore oilfield centralized power hubs via two independent links using voltage source converter technology: a ±400-kV DC, 1,200-MW bipole system with approximately 150 km of subsea HVDC transmission cables and a ±320-kV DC, 2,000-MW symmetrical monopole system with approximately 140 km of HVDC subsea transmission cables. ADNOC will use the power for its offshore production facilities, taking advantage of onshore renewable and nuclear generating capacity to replace aging offshore open-cycle gas turbine technology.
Lummus Consultants reviewed the project design, key project agreements for power transmission, engineering, procurement and construction components, and operations and maintenance (O&M) provisions with a focus on the technical aspects and risks. The scope also included a thorough evaluation of contractual structures, costs, performance requirements, and guarantees, warranties, incentives and liquidated damages. We carried out an assessment and benchmarking of capital costs and O&M cost estimates providing comparative analysis and opinions on the reasonableness of such estimates.
Through this detailed review and risk assessment, Lummus Consultants provided valuable technical advice and recommendations to lenders and their advisors as well as the consortium to ensure appropriate arrangements were included for both construction and operations phases. In addition, Lummus Consultants continues to provide construction monitoring services to the lenders on this project.
