Combined-Cycle Gas Turbine Power Plant
With Uzbekistan’s aging fleet of power generation plants, the Uzbekistan government is seeking to modernize and increase its electricity generation capabilities in line with its forecasted growth in population and energy demands. Like other nations signing on to the Paris Agreement, Uzbekistan is aiming to introduce a high proportion of renewable and low-carbon technologies to achieve carbon neutrality by 2050.
A key part of this plan is the introduction of the high-efficiency Syrdarya II combined-cycle gas turbine power plant with a capacity of approximately 1,600 MW. The power plant has been developed by four sponsors — Electricité de France, Kyuden International Corp., Nebras Power and Sojitz Corp. — and is scheduled to enter commercial operation in 2026.
To secure the required financing, Lummus Consultants was engaged to complete a comprehensive due diligence assessment. The review focused on the technology and its ability to satisfy the government’s requirements over the 25-year term of the power purchase agreement. This project uses Mitsubishi’s latest M701JAC gas turbine technology, which offers efficiencies in the combined cycle of more than 61% net LHV.
In addition, the project included a detailed environmental and social assessment to verify that the land acquisition and livelihood restoration plan conformed to applicable lender standards. Once financing is in place, Lummus Consultants’ technical, environmental and social specialists will provide site support to the lenders through the construction and operations phases.
